GovernmentCIO is looking for Dev(sec)Ops Strategic Coach/Consultant to join our Transformation team at the Department of Veteran Affairs. This is a highly challenging role focused on business process re-engineering, gap analysis, process improvement, and most importantly, defining SOPs that work for our clients and their partners. The individual must have a proven track record of training and transforming teams and programs to fully implement DevOps.  The individual must possess exceptional communication and meeting facilitation skills, in-person and virtual.


  • Develops guidance and direction on how to implement DevSecOps within the VA environment, ensuring compliance with standards, best practices, and all other application regulations.
  •  Assists programs with adoption of Agile practices and DevSecOps, both for new and existing programs.
  • Provides recommendations on DevSecOps strategies for execution and accreditation
  •  Identifies opportunities to standardize DevSecOps practices and environments, with a focus on reducing costs and improving speed to delivery.
  • Demonstrates flexibility within a variety of changing situations while working with various individuals and groups. Changes own ideas or perceptions in response to changing
  • Hands-on experience in delivering projects on CI/CD pipelines
  • Contributes to business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials.
  • Understands the difference between coaching, mentoring and training, and when to use each.
  • Proven leadership experience in IT delivery, building and sustaining high performing teams
  •  Willing to challenge teams on their current practices in order to pursue best practice models
  • An effective communicator skilled in conflict resolution - exceptional soft skills are essential
  • Ability to coach and support the agile teams in establishing the CI/CD practices and tools
  •  Ability to continuously measure and report the progress of teams and organizational units in meeting their goals
  • Ability to conduct workshops on DevOps related topics.
  • Ability to mentor the project teams for implementing DevOps practices.
  • Provide thought leadership and guidance to cross-functional teams.


Required Qualifications

  • Strategic, technical consulting in Department of Veterans Affairs (VA) or similar Federal/State Government environment
  • At least 3-4 years in DevOps Coaching and Execution/Implementation experience
  • Hands-on experience with native AWS and Azure products, services, architecture and solution integration
  • Experience with the development of cloud migration strategies
  • Well-versed in DevSecOps philosophies including deep knowledge of continuous integration and continuous delivery (CI/CD) practices and automation methodologies.
  • Work collaboratively with teams across the organization.

  • Continuous Integration/Deployment – Jenkins, GitHub Actions, CircleCI, Maven, Hudson, Ant, Liquibase, Vault, Ansible
  • Orchestration – Openshift, Rancher, Kubernetes, Docker
  • Security/Quality – Codacy, Twistlock, GitHub Advanced Security, Fortify, sonarqube
  • Testing – Cucumber, eggplant, TestComplete, Xray, TestRail, Junit, Gherkin
  • Repository – GitHub Packages, nexus
  • Continuous Inspection & Monitoring – MongoDB, Prometheus, Grifana, Kibana, CA APM, Dynatrace
  • Experienced working with an Application Lifecycle Management (ALM) tool. (Rally, JIRA, Version One, etc.) 
  • Bachelor’s degree desired
  • Possibility for limited travel after COVID-19
