GovernmentCIO is seeking a DevSecOps Strategic Advisor to support the DevSecOps Office with the Department of Veterans Affairs (VA).  This position will be responsible for working across a diverse a set of functional teams, business owners and customer sets to establish and implement standards, best practices, guidelines and roadmaps for outlining and implementing an enterprise strategy for fully embracing DevSecOps in an effort to streamline and optimizing the delivery of product solutions across the VA.



  • Develops guidance and direction on how to implement DevSecOps within the VA environment, ensuring compliance with standards, best practices, and all other application regulations.
  • Assists programs with adoption of Agile practices and DevSecOps, both for new and existing programs.
  • Provides recommendations on DevSecOps strategies for execution and accreditation
  • Identifies opportunities to standardize DevSecOps practices and environments, with a focus on reducing costs and improving speed to delivery.
  • Works on complex, major or highly visible tasks in support of multiple projects that require multiple areas of expertise.
  • Demonstrates flexibility within a variety of changing situations while working with various individuals and groups. Changes own ideas or perceptions in response to changing circumstances. Alters standard procedures when necessary, and multi-tasks as required
  • Writes and communicates business requirements and functional specifications for the design and implementation of client solutions.
  • Works closely with architects to assure all systems are in line with long-term strategy.
  • Analyze existing cloud offerings to design and prototype reliable, secure, high-performing hybrid/multi-cloud environments with integrated services.
  • Recommend opportunities to optimize technology portfolio.
  • Architect and design technical architecture and roadmaps
  • Cultivate relationships with customers to understand their businesses and build systems that meet their needs.
  • Thorough knowledge of business domain to connect business process and capabilities to technical implementation.
  • Provide thought leadership and guidance to cross-functional teams.


Required Qualifications:

  • Strategic, technical consulting in Department of Veterans Affairs (DVA) or similar Federal/State Government environment
  • 10+ years of progressive software architect/engineering experience
  • Bachelor’s Degree in Engineering, Computer Science, Systems, Business, or related scientific /technical discipline (4+ additional years of experience may be substituted for education requirements
  • Action oriented, big picture view technical leader with excellent interpersonal skills.
  • Experience focused on software architecture, design and implementation of scalable hybrid/multi-cloud-based solutions and microservices architectures.
  • Hands-on experience with native AWS and Azure products, services, architecture and solution integration
  • Experience with the development of cloud migration strategies including business case development, application assessments and the design of hybrid/multi-cloud operating models.
  • Well-versed in DevSecOps philosophies including deep knowledge of continuous integration and continuous delivery (CI/CD) practices and automation methodologies.
  • Champions transformational concepts and ability to explain complex technical information to technical and non-technical stakeholders.
  • Work collaboratively with teams across the organization.

    • Continuous Integration/Deployment – Jenkins, GitHub Actions, CircleCI, Maven, Hudson, Ant, Liquibase, Vault, Ansible
    • Orchestration – Openshift, Rancher, Kubernetes, Docker
    • Security/Quality – Codacy, Twistlock, GitHub Advanced Security, Fortify, sonarqube
    • Testing – Cucumber, eggplant, TestComplete, Xray, TestRail, Junit, Gherkin
    • Repository – GitHub Packages, nexus
    • Continuous Inspection & Monitoring – MongoDB, Prometheus, Grifana, Kibana, CA APM, Dynatrace
