    This IAM Analyst will formulate and define system scope and objectives based on both user needs and broad understanding of information technology, business processes, and IAM industry requirements. The analyst will apply extensive knowledge of the customer's business and industry to develop requirements specifications.


    Must demonstrate prior experience and capability using the Agile Methodologies, UML, building Use Cases for and applying testability against requirements and specifications.
    Must have experience in analyzing business and user needs, and translate those into requirements specifications according to VA standards. Must have experience advising on methods to improve business processes and be able to coordinate and participate in feasibility studies and implementations.


    Demonstrate critical thinking skills and the ability to communicate effectively, both orally and in writing, with individuals or groups.
    Demonstrate the ability to multi-task, respond to customer problems and needs, lead/mentor junior team members, document complex topics and processes, and follow established software development life cycle procedures.

    Responsibilities

    The IAM Analyst is an Identity and Access Management (IAM) analyst position whose primary responsibilities will be providing analysis, requirements elicitation, modeling and project management for a wide range of Department of Veterans Affairs (VA) applications which integrate with the following projects across the IAM:

    • Access Services (AcS)
    • VA Authentication Federation Infrastructure (VAAFI)
    • Veterans ID Card (VHIC)
    • AccessVA
    • Master Veteran Index (MVI)

     

    The IAM Analyst will primarily provide application analysis and integration support for the MVI project, documenting requirements for the MVI Service and its integrations to other VA applications as mandated by the VA CIO for functionality including but not limited to:

    • Industry standards on:
    • Identity Matching
    • Identity Updates and Proofing
    • Identity Relationship Management
    • Enterprise Service management.
    • Provisioning and management of internal users.
    • VA specific Identity Service Operations:
    • Search and Retrieve Person
    • Get Corresponding Identifiers
    • Add/Update Person
    • Update/Update Relationship
    • Orchestrated Search to DoD
    • Retrieve Veteran Image Service

    The IAM Analyst will also provide support across the IAM program as assigned.

    Responsibilities could include:

    • Acting as a Project Manager for IAM integrations and applications
    • Providing analysis support for the IAM Governance Intake Process
    • Leading IAM service and integration analysis efforts and producing analysis artifacts compliant with the Veteran Focus Integration Process (VIP) processes
    • Facilitating requirements elicitation sessions with stakeholders
    • Creating business and system models to depict client requirements
    • Coordinate with development team to ensure requirements are well understood.

    Qualifications

    • Experienced in business or system analysis, preferably including enterprise services.
    • Experienced with the VIP requirements for analysis and other software development mandated artifacts and processes
    • Skilled in requirements elicitation, use case development, modeling, and requirements decomposition
    • Experienced with Rational Software Architecture and/or other VA supported modeling tools
    • Experienced in Rational Jazz Tools including Rational Requirements Composer (RRC ) and Rational Team Concert (RTC)
    • Possess excellent verbal and written communication skills and the ability to interact professionally with a diverse group of executives, managers, contractors, stakeholders and subject matter experts.
