    Are you a business-savvy technologist at heart, interested in transforming Government IT with innovative/emergent technologies? GovernmentCIO is seeking an IT Strategic & Emerging Technologies Program Manager (PgM) supporting the Department of Veterans Affairs (DVA). This role oversees the development and implementation of key IT initiatives that advance the strategic goals of the DVA – Improving IT service delivery through self-service, managed services, cloud deployments and migrations, API management, and infrastructure modernization and security-hardening. This can involve new and emerging technology, or the application of established technologies new to DVA. PgMs on our Enterprise Services (ES) and Program Management Office (PMO) team continuously demonstrate thought leadership, problem solving, rapid learning, and carry the innovative mindset needed to lead our clients through conceptualization, strategic planning, build, and execution.

    Responsibilities

    The Program Manager will:

     

    • Lead IT transformation initiatives in alignment with best practices, industry, and market trends.
    • Develop and execute strategic vision, goals, and objectives for a large portfolio of IT services, programs, and projects
    • Align ES Portfolio goals and objectives with DVA IT strategic plans
    • Assimilate and effectively communicate strategically important information from multiple interdependent programs/projects
    • Understand and engage broader business strategy, work with key department leaders, and stakeholders and align IT services, programs, and projects
    • Conceptualize and promote high-level business benefits
    • Lead high-level executive planning sessions for the portfolio, program(s), and/or project(s) and create associated roadmaps
    • Perform qualitative and quantitative analysis to assess the effectiveness of the portfolio, program(s), or project(s)
    • Extrapolate and effectively communicate a client’s main challenges and pain points and craft strong recommendations and solutions
    • Resolve complex problems crossing multiple technologies and multiple capability teams
    • Manage in-flight programs and projects while transforming them towards innovative/emerging technology solutions
    • Develop and nurture excellent client relationships and act as communication conduit to executive sponsors & stakeholders
    • Conceptualize, Plan, and Create innovative ways to monitor and report against ES Portfolio Key Performance Indicators (KPIs)
    • Create communication frameworks and commission professional communications (e.g. artist renderings, roadmaps, relationship diagrams, process flows) using tools (e.g. Visio, PowerPoint)
    • Conduct intake ‘Start-Ups’ for new initiatives – define initial scope, resourcing, schedule, cost, and conduct kick-off meetings
    • Perform resource management – ensure program and project staffing levels and mix meets strategic requirements and skillsets
    • Maintain program/project control – develop and report against controls to manage performance, quality, scope, cost, schedule, and resourcing
    • Identify and mitigate risks to the portfolio and program(s)
    • Perform team management – develop requisitions, hire, retain (coach, mentor, career development)
    • Manage multiple competing priorities
    • Multi-task to serve as both manager and participant in projects
    • Work independently with significant latitude for decision making, and with minimal guidance and supervision
    • Manage large, disparate, remote teams

    Qualifications

    Experience:  15 years of progressive IT and business-related experience

     

    Education: Master’s Degree Engineering, Computer Science, Systems, Business or related scientific /technical discipline. 10 years of additional experience may be substituted for education requirements.

    • Certifications: PMP, CSM, SAFe, CISSP, and ITIL
