    GovernmentCIO is currently looking for a Healthshare Data Analyst to join our team.  The Data Analyst will support multiple cybersecurity efforts and proactively monitor upcoming cyber priorities across the VA Health portfolio.  The candidate will define, design, and develop relational and/or multi-dimensional databases for warehousing of data. Confers with clients, technical staff, and team members to plan, design, develop, implement, and enhance applications, scripts, procedures, and metadata for relational databases. Must provide support in planning and developing a data management and governance capability, and shall support existing and emerging data governance structures. The scope of the support includes activities and tasks in the domains of data architecture management, reference and master data management, data quality management, and data security management.

    Responsibilities

    The Healthshare Data Analyst Will:

    • Review current data structures and recommends optimizations and reconfigurations as required;
    • Collaboratively work with key stakeholders from IT, business, and analytics at enterprise levels to enable the creation of an effective enterprise data governance program;
    • Support business management administration and executive leadership in strategic planning, integration management, development activities, and implementation in support of data management and governance;
    • Coordinate data management activities including: scheduling meetings, planning and publishing agendas, providing documents for review, facilitating meetings, tracking issues, following up on decisions, and publishing meeting minutes;
    • Support development of a data strategy, data policies, data architecture, and data standards and procedures. Policies will cover areas such as data sharing; data quality expectations, roles, and responsibilities; data modelling; general data access and usage; data access by external parties, and related topics;
    • Support and develop control mechanisms that span a tiered approach to data governance, which include (but are not limited to) the identification, capture, logging, and updating of issues; tracking the status of issues; documenting stakeholder views; escalating issues to higher levels of authority; and documenting issue resolutions;
    • Provide expert guidance across a range of domains included in the data management (DM) field, to include data quality, data governance, data stewardship, master data management, business intelligence and analytics, and related DM focus areas;
    • Identify specific programs, tasks assignments, and a communications strategy, and capture this information in the existing Data Management Roadmap;
    • Log and track data management issues including issues related to data quality, business rule conflicts, decision rights, and other potential data issues. This information shall be captured, tracked, and reported monthly in the Issue Management Log which will be updated in an existing Communications Portal;
    • Provide presentations and/or project summaries of methods and results for internal and external users;
    • Document Technical Specifications of all scripts and code used in ETL, ELT processes;
    • Deliver all Final Models, including product manuals documentation, used for each analytic product in the language used for the product (i.e., provide R, Python documentation);
    • Ensure implementation is conducted in accordance with the Pre-Deployment checklist and deliver a completed Pre-Deployment checklist for verification;
    • Generate and support the development of recurring and ad hoc reports as requested, with expectation of supporting 20–30 reports/month. (Ex: Data Reconciliation Reports, Data Matching Reports, Financial Accounting Reports).

    Qualifications

    Education Requirements: Bachelors, Engineering, Computer Science, Systems, Business or related scientific /technical discipline

    Minimum Years of Experienced Required: 8+ years of experience (8 years of additional relevant experience may be substituted for lack of education.)

    Experience with:

    • Integration and data migration
    • VA's VistA platform
    • Legacy Health Systems/Data
    • VA' Back End Application

    Prefer candidates with the following skills/knowledge: Healthshare / Health Connect, VistA / VA Legacy Applications, Data Migration, AWS Cloud, Interface & Configuration, FHIR, HL7, X12, VA / VIP Knowledge (IOC, GitHub), VIE, Messaging, FileMan, Access Gateways, Registry, SOAP/REST
