    GCIO is seeking a candidate for the position of VA Onboarding Specialist to support all projects within the Department of Veterans Affairs Health Portfolio.  The candidate will interface with the PMs which will provide an improved basis for delivering VA health benefits to all veterans and will be responsible for contacting new hires and providing VA Onboarding paperwork. 

    Responsibilities

    The VA Onboarding  Analyst will be responsible for supporting the following areas:

    • Establishing a VA account (access to the VA network and setting up an Email account) via the JIT system
    • Initiating a Remote Access user account via the Remote Access Portal using my Onboarding Liaison Officer (OBLO) authority, which is a delegation from the COR.
    • Applying for PIV cards once VA requirements are met
    • Requesting a Background Investigation via the VA Security and Investigation Center
    • Actively tracking all events in the onboarding process.
    • Troubleshooting problems, providing solutions within my capability, and if beyond my capability, seeking help from key players within the five entities mentioned above.
    • Exercising best judgment in determining when the COR needs to be contacted for his/her assistance or use of their influence to solve a problem.
    • Maintaining file folders on all contractors. These contain the original onboarding documentation and any related files transmitted to us, i.e., SIC Certificates of Investigation (COI), annual training certificates, etc.. Will also maintain individual email file folders containing all correspondence related to the onboarding process, including all JITS records, SIC Transmittal Notices, PIV Sponsorship Notices, and any troubleshooting-related correspondence.
    • Providing clearance data to CORs as part of the Elevated Privileges (ePAS) granting process
    • Providing on-boarding reports as required. Responding to data calls from various sources.
    • Protecting contractor PII, by ensuring all correspondence transmitted is encrypted or protected by other means.
    • Providing VA policy guidance to vendor Project Managers on any onboarding questions they may have, and handling any problems they report.

    Qualifications

    Tools & Software Experience: Microsoft Word, Excel, Outlook, PowerPoint and SharePoint.
    Education Requirements: Bachelor’s degree 
    Years of Experienced Required: 5+ (If no bachelors degree, candidate should have at least 13 years of total experience.)

    • At least 5 years experience facilitating the VA security onboarding process for large contracts
    • Experience the VA onboarding system (e.g. RAMP)
    • This individual must be able to support multiple CORs on multiple contracts simultaneously. They need a thorough understanding of how the VA onboarding process works. This person must have the complete confidence of the CORs that he or she supports, to manage these duties autonomously.
