    GovernmentCIO is currently looking for a Release Manager to join our team supporting VistA Security Remediation at the VA. The VA has developed a report that identifies numerous security problems with the VistA system. They have created this contract to analyze that report, develop fixes to the identified security problems, and implement those solutions. In addition, the VA is purchasing a software security scanning tool that could identify additional security issues. This project will also analyze, develop, and implement fixes to the vulnerabilities the scanning tool identifies.

    - You will own the Release Management lifecycle which includes scheduling, coordinating and the management of releases across the enterprise for multiple applications across various portfolios. The releases can be inclusive of application updates, operating system patches, and security improvements. Where necessary you’ll provide tools and services to help product management and project teams manage and deploy releases into production.
    - Responsible for ensuring delivery every 90 days by completing all required tasks.
    - You will interface and communicate with Test Managers, Dev Managers, IT Ops and the PMO on a daily basis.
    - Provide reporting as well as meeting updates to the Senior IT Management

    Responsibilities

    Responsible for managing all aspects of the software release process including testing and deployment.  This includes coordinating with VA and contractor personnel to identify test sites and testers.  Must create, track, and maintain all documents related to the release process including memorandums of understanding (MOUs) with the test sites.   Coordinates with the VA Release Agent to ensure all of the VA requirements for software releases are met.  Assists the Business Analyst with the documenting the project in Rational Tool Suite and assists the PM with other aspects of the project documentation as needed.

    - Work with developers to identify patches ready for next release cycle
    - Forward Plan the release windows and cycles across a portfolio
    - Manage risks and resolves issues that affect release scope, schedule and quality

    - Manage relationships and coordinate work between different teams at different locations
    - Communicate release details and schedules to the Business as required
    - Negotiate, plan and manage all release activities
    - Work closely with PM and VA EPMO to determine timing, scope, and size of each release
    - Work with PM to ensure Project Plan is up to date
    - Work with development leads and test leads to ensure all Release tasks/documents are completed
    - Coordinate and work with VA resources to ensure successful completion of required steps for release

    Qualifications

    • - Bachelor’s degree in Computer Science or related field
      - In depth knowledge of VA VIP Release Process (90 day release cycle)
      - Formal training in project management practices preferred
      - Advanced knowledge of software development lifecycle
      - General PC knowledge including Microsoft Office and Microsoft Project
      - Knowledge in Agile for Software Development Lifecycle
      - Effective Communicator
      - Able to handle, maintain, and successfully multiple patches simultaneously
    • Knowledge of agile development programs
    • Ability to work effectively with Government client in VA environment
    • Ability to mitigate conflicting requirements between organizations.
    • Strong analytical, abstraction, and problem-solving skills.
    • Strong organizational skills with the ability to handle several tasks with various due dates.
    • Able to identify and engage the appropriate stakeholders to ensure tasks and activities are completed on schedule.
    • Experience with the VA software release process preferably with VistA software releases.
    • Rational Tool Suite, Microsoft Office Suite
    • A Bachelors Degree in Engineering, Computer Science, or related scientific /technical discipline, 
    • 10+ years of experience
