    GCIO is seeking a candidate for the position of Senior Program Manager to support the Department of Veterans Affairs Health Portfolio’s EHRM Integration Sub-Portfolio. The Program Manager will be a hands-on sub-portfolio leader who will be responsible for day-to-day oversight of multiple projects as well as participation in the development and implementation of the overall Health Portfolio strategy.

     

    The candidate will also participate as a working team manager, so strong experience in hiring and managing a large pool of resources is important. The Program Manager will be responsible for client interactions and ensuring that assigned projects are staffed with strong resources that produce quality deliverables against scope and schedule. The environment is dynamic and client needs are often evolving; flexibility and forward-thinking views are important for success.

    Responsibilities

    The Program Manager will:

    • Utilize foundational understanding of upstream and downstream effects of implementation
    • Use experience drafting strategic vision for a large project or program
    • Take vague requirements and requests and deliverrobust products, recommendations, and/or solutions
    • Develop requisitions, interview candidates, manage staffing, and overall resource management
    • Conduct program control, including development of controls used to manage performance, including cost, schedule, and staff management as wells as the WBS elements to report out status, progress and accomplishments
    • Extrapolate and communicate the client’s main challenges and pain points, craft strong solutions, and make recommendations
       manage a portfolio of projects
    • Identify and mitigate risks to the program
    • Manage to cost, schedule and performance
    • Serve as both manager and participant in projects
    • Use qualitative and quantitative analytical skills to assess the effectiveness of the operations

    Qualifications

    Education Requirements: Master’s Degree or Bachelor’s Degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline (10 years can be substituted for Master’s or Bachelor’s Degree)
    Years of Experienced Required: 15+

    • Experience within VA, specifically on the EHRM program including
      • Understanding of EHRM, including tactical and strategic vision of effort
      • Knowledge of EHRM stakeholders, including their focus areas
    • Experience in all areas of the software development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure and management practices
    • Strong analytical and investigation skills crafting solutions to challenging problems or issues
    • Experience managing programs delivering systems/tools/solutions in production, while transitioning to better technology solutions
    • Demonstrated and current experience managing programs with complex data processing requirements
    • Must have experience with diverse IT projects both large and small
    • Ability to work independently with minimal guidance and supervision
    • Experience working and managing large teams in remote environments
