    GovernmentCIO (GCIO) is looking to bring on a Senior Program Manager to help support our team. The Senior Program Manager is responsible for effectively managing teams and working with clients to implement IT infrastructure services and cybersecurity risk management organization-wide in a complex operational environment.


    The Senior Program Manager is responsible for effectively managing teams and working with clients to implement the following key elements:

    • Disciplines and technical areas related to the design, analysis, engineering, operation, maintenance, and security of the Data Centers
    • Overall management of all the IT infrastructure and cybersecurity tasks involved in the contract
    • Project resourcing, scheduling, cost analysis, reporting
    • Manage project scope and contractual obligations
    • Manage teams and assign deliverables
    • Manage and lead efforts for quality and continuous improvement
    • Stakeholder engagement and communications
    • Ongoing recognition and communication to senior leaders/executives of the information security risks to organizational operations and assets, individuals, other organizations, and the Nation arising from the operation and use of information systems
    • Accountability to senior leaders/executives for their risk management decisions and for the implementation of effective, organization-wide risk management programs.


    GCIO seeks a Senior Program Manager with the following IT infrastructure and Cybersecurity experience:

    • Experience with Program and Project Management, the dedicated senior program manager will have 15+ years of experience performing IT and cybersecurity project, program, or portfolio management work. Experience in IT operations (help desk, change, configuration, release/deployment, etc.), cybersecurity technical services and VA health organizations and products preferred.
    • Experience managing IT infrastructure and cybersecurity teams for medium to large complex projects
    • Experience working onsite with client to obtain requirements and clearly communicate them to the team
    • Knowledge of strategic planning for IT infrastructure and cybersecurity risk management
    • Knowledge of IT infrastructure and cybersecurity risk management implementation (strategy and plan to execute) that includes: Cybersecurity engineering and operations, IT engineering/architectural knowledge of software and infrastructure, SDLC and Agile methodologies, and Requirements analysis
    • Knowledge of cybersecurity challenges and solutions in the Federal market, NIST Cybersecurity Framework (Identify, Protect, Detect, Respond, Recover), GRC (governance, risk management, compliance), NIST 800-53 controls
    • Strong senior level oral and written communications, comprehensive interpersonal skills, senior-level problem solving skills
    • Federal/VA contracting policies, planning, and management, Familiarity with capital planning, budget, and cost formulation, Strategic planning


    The GCIO Senior Program Manager will:

    • Conduct weekly VA Project Progress Reviews (PPR)
    • Provide Monthly Management Reports
    • Track deliverables across projects
    • Coordinate, escalate and resolve project issues (e.g. risk, resources, scheduling)
    • Attend status meetings and provide status reports to project stakeholders with COR coordination
    • Track GCIO support across projects on a daily basis
    • Maintain a VA provided document management system e.g. SharePoint, to track project deliverables
    • Track that all GCIO support meets all task schedules including non-standard work schedule(s) as required  Performance is tracked against the PWS requirements and performance metrics
    • Lead a Program Management Office (PMO) to support the PM functions for managing the program across all sites, functions and major initiatives
    • Manage Risk and Issue Register- identify risks and define and manage mitigation strategies
    • Manage Master Schedule-the Master Schedule will incorporate the individual organization’s program/project milestones and schedules. The Master Schedule will present each individual organization milestones and schedules for task completion.
    • Manage Work Breakdown Structure (WBS), activity lists and resources, plan and work schedule (including dependencies and interdependencies), and a project baseline.
    • Work closely with stakeholders to analyze program needs for GCIO support, as well as to define and document scopes of work, plans, schedules, site-specific considerations, work requirements, milestones, and operational activities for a variety of support contracts. Advises program managers in developing clear, accurate, and detailed contractual requirements.



    • BS/BA Minimum
    • PMP is required. CISM or CISSP preferred. Program and Project Management based on Project Management Institute (PMI)
    • 15+ years experience managing complex IT programs
    • Ability to apply for DoD SECRET. DOD SECRET/TS a plus. Level 5: Public Trust - Moderate Risk. Contractor/subcontractor employees assigned to Level 5 positions with no previous investigation and approval will undergo a Suitability Determination and a Minimum Background Investigation (MBI), or a Limited Background Investigation (LBI).
