    GCIO is seeking a candidate for the position of Senior Business Analyst to support the Department of Veterans Affairs (VA) Health Portfolio.  The Business Analyst will serve as part of a team deploying hardware and associated Software across various VA Locations. This individual will be primarily assisting with the coordination of installments at locations where qualified staff is available, ensuring the team has access to the site and all parties involved are ready for the installs. Additional duties will be related to general collection of data and analysis of information to present cohesive, well-thought-out recommendations to the client.

    Responsibilities

    • Demonstrate strong experience leading projects with multiple priorities
    • Demonstrates excellent knowledge of asset management including, security, and technology risk concepts
    • Experience successfully coordinating and interacting with various personalities and levels within an organization
    • Responsible for on-time completion of all deliverables 
    • Must have experience in tracking schedule and performance progress
    • Must be able to identify and mitigate risks to the program
    • Demonstrate experience successfully coordinating disparately located (remote) personnel
    • Must be able to use qualitative and quantitative analytical skills to assess the effectiveness of the operations
    • Identifying symptoms for process improvement 
    • Possess strong analytical and investigation skills
    • Plan, analyze and evaluate the effectiveness of operating projects 
    • Support and report to the Project Manager to prepare and revise all reports and presentations
    • Perform analytical tasks to make sure the project is supporting its goals and objectives.
    • Use source data to evaluate the effectiveness of Projects and business processes. 
    • Perform gap analysis and recommend solutions
    • Understand the client’s business issues and data challenges.
    • Conduct research, analyze information needs, and perform analysis to support the delivery of relevant artifacts including business process diagrams, reports, and presentations 
    • Ability to work independently with minimal guidance and supervision

    Qualifications

    • Education Requirements: Bachelor’s Degree in Computer science, engineering or Business preferred (8 years’ experience can be substituted for Bachelor’s degree)
    • Years of Experienced Required: 5+
    • PMP desired, but not required
    • Strong interpersonal, negotiation, and influencing skills; ability to facilitate discussions around complex issues and bring them to resolution
    • Must have experience using SharePoint or other collaboration or automation tools
    • Must possess technical writing abilities
    • Ability to obtain Public Trust Security Clearance
    • Understanding of Asset Management systems (ITAM)
    • Familiar with boundary devices (SCOM, SolarWinds, Others)
    • Familiar with OSPF, BGP, and VPN
    • Familiarity with National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53, Revision 4, Security and Privacy Controls for Federal Information Systems and Organizations. 
    • Familiarity with VA 6500, RiskVision and the VA ATO Process
