    GovernmentCIO is seeking a forward-leaning, resourceful, team-focused Capture/Proposal Manager to join a world class Capture & Proposal organization. The Capture/Proposal Manager will collaborate with program, BD, solutions, pricing, and functional personnel to provide capture and proposal leadership, direction, solution facilitation, and overall pursuit direction. Working in concert with BD and Operations resources, the ideal candidate will be comfortable taking a continually increasing role in driving the strategy and preparation of opportunities from Pursuit through Submission and Award. Exceptional communication, organizational, and strategic-thinking skills are vital to this position, as well as a willingness to consistently lean “to the left” in the capture process toward driving rigor and success across the entire capture lifecycle.

     

    This position is ideally envisioned for a proven, experienced proposal or capture professional with the willingness and ability to take on any element of the capture lifecycle (From bid strategy to proposal management) as part of a cohesive, talented capture and proposal team.

    Responsibilities

    • Lead and manage the overall capture and proposal development process for assigned opportunities.
    • Ensure bid, teaming, pricing, and proposal strategies are developed, approved, and executed against.
    • Interpret technical and management requirements of Federal Government procurements.
    • Participate and drive Solution Development sessions.
    • Provide guidance to members of C&P teams to ensure consistent application of overall bid strategy.
    • Develop proposal outlines and storyboards according to requirements. Facilitate and lead all relevant capture and proposal sessions, especially prior to RFP release.
    • Provide training as necessary to team members on the proposal process, review process, and/or writing process and best practices.
    • Write and edit elements of white papers, RFI responses, internal artifacts, and proposals as needed to ensure consistent voice and inclusion of appropriate win themes, benefits, and discriminators.
    • Manage team members to meet proposal milestones and deadlines with extremely minimal slippage.
    • Maintain a forward-leaning posture that is always willing to wear extra hats as needed to help the team submit well-conceived, well-articulated, compelling, and winning bids.

    • Ability to maintain courteous and professional working relationships with employees at all levels.
    • Demonstrate strong knowledge of the federal government contracting industry and ability to spot market changes in advance.

    Proficiency in personal computer skills with expertise in word processing, desktop publishing, presentation, and document management applications in MS Office (Word, Excel, Power Point, Outlook, Share Point) as well as Adobe Acrobat.

    Qualifications

    • Bachelor’s Degree and 5+ years related work experience in the Federal Government contracting industry in a Business Development, Capture, and/or Proposal Management role
    • Understanding of and experience with Federal Government procurement practices including basic understanding of FAR requirements and standard Federal Government solicitation organization.
    • Experience with multiple Department level agencies.
    • Ability to support a broad range of captures, from quick turn task orders, to large scale and complex IDIQ or GWAC bids.
    • Qualifying Experience must be serving as at least a Proposal Manager in both a Prime Contractor and a sub-contractor role in a government environment.
    • Strong writing skills, and proven experience reviewing, writing, and editing capture and proposal content.
    • Experience with bid, pricing, teaming, and proposal strategy development and execution.
    • Excellent time management skills with the ability to handle multiple tasks and meet all deadlines.
    • Proven ability to win proposals in a competitive environment.

     

    Tools & Software Experience:

    Entire MS office, experience with Office 365 and SharePoint a bonus, but not required

    Education Requirements:

    Bachelor’s Degree (Ideally in an area that has strong emphasis on writing and analysis)

    Years of Experienced Required: 5+ years related work experience in the Federal Government contracting industry in a Business Development, Capture, and/or Proposal Management role
