  • Overview

    GCIO is seeking a well-qualified Programmer for the Community Oriented Policing Services (COPS) division of the Department of Justice.

    The Programmer will analyze functional business applications and design specifications for functional activities and develop block diagrams, as well as logic flow charts. The Programmer will translate detailed design into computer software, perform tests, debug and refine computer software to produce the required product. Additionally, they will prepare required documentation, including both program-level and user-level documentation. The Programmer will complete work on related software to reduce operating time or improve efficiency. The Programmer will provide technical direction to lower level programmers to ensure program deadlines are met.


    The Programmer will provide innovative solutions for the end-to-end networking support, sustainability, performance, tuning, security, and day-to-day operations of the COPS current and next generation infrastructure network. The Programmer will provide support for the COPS Office software application development, web applications, and Virtual Machine (VM)/Cloud Hosting and migration efforts. The scope shall include network and security related tasks to help design, develop, acquire, deliver, transition, integrate, configure, test, validate, monitor, document, support, enhance, refresh, and upgrade COPS Office applications, as required. In addition, the Programmer will provide networking and infrastructure support and hosting providers, as required. The Programmer will provide comprehensive expert network engineering support to the CIO and the ISSO. Responsibilities include:

    • administering, deploying, managing, monitoring, upgrading, migrating, and designing servers to support day-to-day operations of a software development environment;
    • provide network intelligence and insight into the COPS Office VM/Cloud Information system networking communications, network planning, network optimization, firewalling, load balancing, testing, and patching while including assistance with troubleshooting, and monitoring of service performance;
    • provide network intelligence and insight into the COPS Office VM/Cloud Information system to leverage new technologies as they become available, to allow COPS Office IT staff to focus on core business tasks, maximize technology performance, uptime and availability of its network services;
    • develop and maintain COPS Office information system networking diagrams and network documentation as it relates to infrastructure, VM, and Cloud computing;
    • leading efforts for internal systems, cloud, and network infrastructure;
    • leading effort for migration to cloud environment;
    • determine the impact of new technologies, software versions, and federal policy changes to application builds, web applications, networking, and maintenance;
    • determine the impact of new technologies, software versions, or federal policy changes to use for based tools, virtual and Cloud environments, in accordance with 508 Compliance;
    • Conduct initial application and network triage, containment, categorization, and escalation for suspicious events and incidents;
    • managing server infrastructure, conducting server upgrades, plans, and implementing disaster recovery solutions;
    • contributing to the research, evaluation, recommendation, designs, tests, and implementation of new security/application security technologies;
    • evaluating threats, risks, and vulnerabilities and developing countermeasures to ensure continuation in the event of an IT services disruption;
    • remote monitoring and management of system alerts and notifications;
    • participating in special projects as required;
    • being available 24/7 to respond to system outages; and network issues;
    • participating in meetings and preparing documentation for infrastructure and cloud hosting in support of COPS business initiatives;
    • contribute to the further development, enhancement, and implementation of COPS Office information system networking management strategic and tactical goals and objectives determined by the COPS Office IT federal Management;
    • defining system architecture for new or existing computer systems and networks; designing systems and network enhancements; conduct meetings including preparing, documenting, and recording minutes; provide expert analysis and documentation for various analytical efforts focused on networking processes and procedures;
    • contribute to the further development, enhancement, and implementation of COPS Office and federally mandated compliance initiatives and policies such as but not limited to:
    • Federal Information Processing Standards (FIPS)
    • Federal Information Security Management Act (FISMA)
    • NIST SP 800-53 Network Management
      • Intrusion Detection
      • Intrusion Prevention
      • Managed Firewall

    • At least 10 Years of experience and an Advanced degree in Computer Science, Information Systems, Engineering, Business or a scientific or technical discipline related to a specific field, as well as additional applicable certifications related to the position.

    • Object-oriented programming development model-view-controller (MVC)
    • JavaScript
    • Entity Framework
    • Document Management System experience (i.e. IBM FileNet P8)
    • Electronic Forms (IBM Forms)
    • Workflow Management Systems (i.e. IBM Workplace XT)
    • Cisco, Microsoft and/or Juniper experience
