  • Overview

    GovernmentCIO, a Federal Government IT and management services firm, is currently looking for a Junior Proposal Manager to help keep up with our growing workload.


    • Liaise with capture/BD team to determine upcoming proposal preparation priorities.
    • Conduct gaps analyses based on draft and final solicitation documents.
    • Check FBO, eBuy, and other procurement sites for relevant solicitation releases.
    • Circulate opportunity updates and releases to the proposal team.
    • Keep non-VA and non-DHA opportunities on SalesForce updated.
    • Develop templates for technical and cost proposal responses.
    • Use modified Shipley processes to coordinate and oversee proposal response schedule, running meetings from kickoff through colors teams and submission.
    • Develop detailed RFI/RFP/RFQ/white paper data calls and work with project teams to ensure their response. Work with project teams to interview them and write responses. Integrate resulting information into proposal responses.

    • Ensure that representations and certifications, pricing, resumes, and other requirements are met, formatted, edited, and included in proposal responses.
    • Develop compliance matrices and check compliance.
    • After submission, follow up with contracting office to maintain visibility into evaluation status. Request debriefs as needed.
    • Work with GCIO Media as needed.
    • Write ad hoc white papers, letters, and reports for executive management as requested.
    • Act as proposal point of contact for primes, subcontractors, and JV members, as applicable.


    • Experience with and understanding of the federal proposal process
    • Strong written communication skills and grasp of English grammar
    • Excellent oral communication skills
    • Strong analytical skills and ability to quickly synthesize large quantities of information
    • Strong research background
    • Ability to quickly learn about and understand a variety of new topics and concepts
    • Ability to collaborate with a variety of people across an organization
    • Ability to work well in a collaborative, team environment
    • Experience meeting tight deadlines
    • Experience being able to redirect or adjust approaches quickly

    Tools & Software Experience:

    Entire MS office, experience with Office 365 and SharePoint a bonus, but not required

    Education Requirements:

    Bachelor’s Degree (Ideally in an area that has strong emphasis on writing and analysis)

    Years of Experienced Required: 5-7 years of experience working, with at least one year of specific experience supporting federal proposals
