  • Overview

    GCIO is seeking a program manager to support the VA OI&T Health Product Support portfolio on a four year contract in Arlington, VA.  The contractor serves as a dedicated program manager performing a wide range of duties related to transitioning and implementing new and enhanced applications to HPS. The contractor is responsible for ensuring the transition of applications that support the VA Medical Centers.


    Transitions are normally national in scope and involve isolating and defining unprecedented conditions and resolving critical problems caused by those conditions. A key outcome of the technical work is sustainment of leading edge strategies, standards and policies for transitioning advanced computer software applications to meet changing VA business requirements and/or to make substantive contributions to VA wide initiatives.


    The Program Manager will:

    • Be responsible for planning, coordinating, assessing, evaluating, and monitoring products transitioning across the System Development Lifecycle into sustainment.
    • Manages existing products in the software sustainment environment.
    • Maintain transition and sustainment responsibilities including:
      • Technical and management analysis
      • Development of acquisition strategies and plans
      • Technical review of contracts and transition documents
      • Ensure all transition process steps are complete prior to HPS accepting responsibility for software sustainment. 
    • Interface with other organizations of VA OI&T consulting with project managers and application developers on products transitioning to HPS and negotiating responsibilities for products in mixed-lifecycle.
    • Works closely with stakeholders to analyze program needs for contractor support
    • Define and document scopes of work, plans, schedules, site-specific considerations, work requirements, milestones, and operational activities for a variety of support contracts.
    • Advises program managers in developing clear, accurate, and detailed contractual requirements.
    • Help define the nature and scope of problems, identifies alternatives to overcome problems and makes recommendations on their implementation.


    Education Requirements: Bachelor’s Degree
    Years of Experience Required: 10+ years of experience performing IT project, program, or portfolio management work.
