    GovernmentCIO is seeking a System Architect with expertise in Microservices for the Enterprise Services contract with the Department of Veterans Affairs (VA) who will work collaboratively with stakeholders and Agile Scrum team members to serve as the infrastructure technical expert to liaison with other teams as appropriate in support of the VA.

     

    The successful candidate will be a proactive, forward-leaning self-starter able to work in a fast-paced organization spread across diverse technical areas. The successful candidate will bring a strong technical background with demonstrated technical aptitude to quickly understand technical concepts and communicate them effectively to non-technical people. The successful candidate will be able to develop API framework solutions (strategic, platform, operational) through analysis, concept development, and be able to coordinate the implementation of the agreed upon framework(s) upon client approval.

     

    The Microservices System Architect will work with a Project Manager and other Project Leads to engage with the customer and develop a high-level strategic operational architecture and system architecture that meets their enterprise needs. The System Architect will collaborate with the team to ensure a high standard of technical excellence across all team activities and make recommendations for the most effective application of technology to meet the customer’s needs. Someone with a passion for working in a customer support role, has attention to detail, able to multi-task, and can work with multiple project leads to understand and communicate program information will thrive in this environment.

    Responsibilities

    • Plan, design, implement, and support the Department of Veterans Affairs API gateway and management tools 
    • Develop and implement API management policy, standards, and processes.
    • Effectively communicate API strategy to technical SMEs and C-level executives.
    • Transforms complex, strategic business requirements into Enterprise IT technical architecture solutions that span across diverse integrated platforms.
    • Provide technology architectural assessments, strategies, and roadmaps for one or more technology domains, but primarily in the area of API Services.
    • Leverage industry leading framework design patterns and new and emerging technologies; implementation of Master Data Management (MDM), Enterprise Service Bus (ESB) or API Gateways
    • Own and aggressively drive forward specific areas of technology architecture. Provide architectural solutions/designs to project execution teams for implementation.
    • Lead projects within architecture. Work with Product Owner/Business Analysts to understand functional requirements and interact with other cross-functional teams to architect, design, develop, test, and release features.
    • Develop Proof-of-Concept projects to validate new architectures and solutions.
    • Support multiple Agile Scrum teams with planning, scoping and creation of technical solutions for the new product capabilities, through to continuous delivery to production.
    • Mentor and provide architectural guidance to multiple teams building innovative applications.
    • Drive common vision, practices and capabilities across teams.

    Qualifications

    • Master’s Degree in Computer Science, Engineering, Math or equivalent (May be substituted with 10 years of additional relevant experience)
    • 12+ years of related IT experience 
    • 4+ years of experience with API Platforms (e.g. MuleSoft Anypoint Platform) including ESB and API manager.
    • 5+ years of experience as an Integration Solution Architect
    • Ability to obtain a public trust
    • Strong communication, problem-solving and leadership skills
    • Understanding/exposure to overall API-Management concepts & fundamentals. 
    • Experience in defining overall API architecture, API implementations, integration and deployment
    • Provide Micro-services architectural expertise to the customer in defining environment needs and fostering progress in establishing System Environments Ability to set, evaluate, implement and support best practices in system and data architecture and system design as well as other technology standards
    • Thorough experience in creating the API architecture with the Experience, Process and System API layers
    • Experience with development of technical workflows and architectural diagrams 
    • Self-starter, creative, disciplined, result-oriented, team leader
    • Experience with developing, delivering, and presenting architectural briefs and technical documentation
    • Ability to develop complex and technical artifacts, white papers, and customer education materials.
    • Experience with developing and implementing managed/self-service solutions
    • Tactical and strategic level skills supporting API implementation.
    • Able to travel to customer sites as needed, (5-10%)
    • Experience with supporting teams utilizing Agile development methodology
    • Partner with business and functional teams to analyze and define recommended solutions.
    • Ability to work independently and as a member of an integrated team
    • Ability to work effectively with programmers and other IT staff and non-IT functional areas

     

    Desired: 

    • 10+ years of experience specializing in multi-tier system integrations
    • Experience with enterprise Service Oriented Architecture (SOA) solutions
    • Strong written and verbal communication skills
    • Enterprise Data Management (EDM) / Master Data Manager (MDM) and Data Analytics (e.g. Golden Gate, DQS, Power BI) 
    • Experience in developing RAML based RESTful API’s and WSDL based SOAP web services
    • Experience in creating Mule ESB flows, and performing payload transformation
    • Experience using various Mule connectors including HTTP, Salesforce, AWS, DB, VM and File/FTP
    • Knowledge of security protocols including Basic, WS-security, SAML and OAuth2
    • Applying the security architecture for MuleSoft API layer, as well as the backend services layer deployed in MuleSoft Runtime
    • Experience in deploying Anypoint Platform solutions to Cloudhub, on-premises and in hybrid environment (or variants)
    • Experience in XML technologies like XML, XSLT, XML Schema (XSD)
    • Experience with JEE Application Servers and Containers (administration, deployment, and/or development in Tomcat, JBoss, WebSphere, WebLogic, Spring, etc.)
    • It is helpful but not required to have computing experience at the VA or in another scientific or regulatory environment.
