Overview

GovernmentCIO seeks an mid level Subcontract Administrator who is a self-starter and looking advance their career.  The right candidate will be high energy with a drive towards long term career direction.

Responsibilities

  • Provide subcontract administration support including: pre and postaward subcontract administration within an internal subcontracts team and maintain responsibility for soliciting and administering subcontracts, modifications, and task and delivery orders.
  • Review prime solicitation packages and draft and issue subcontract solicitation packages to support prime proposal.
  • Conduct price analysis evaluation of subcontractor proposals and write subcontract price analysis narratives for prime contract proposals.
  • Draft summaries for Contracts Manager of, process task orders and modifications, and serve as the primary interface between GCIO and subcontractors in the pre and postaward phase.
  • Negotiate subcontract agreements, prepare small business subcontracting plans on proposal efforts, and ensure appropriate prime contract flow downs and firm or agency provisions are incorporated into subcontract agreements.
  • Maintain subcontract files and ensure compliance Work as part of a team and use effective communication in daily interactions with internal and external clients.

Qualifications

  • 4+ years of experience in a professional work environment
  • 2+ years of experience in procurement and subcontract administration with contractors supporting federal contracts
  • Experience with various types of contracts, including FFP, FFPLOE, CPFF Term and LOE, T&M, and various IDIQ types
  • Experience with negotiating subcontract terms and conditions and negotiating nondisclosure and teaming agreements
  • Experience with government subcontract file documentation and CPSR requirements
  • Experience with the proposal process in support of federal acquisitions
  • Knowledge of Federal Acquisition Regulations (FARs)
  • Knowledge of GSA schedules and IDIQ vehicles
  • Ability to demonstrate flexibility and willingness to perform as part of a team
