Overview

GovernmentCIO is looking for a Project Director to join the Enterprise Services contract supporting the Department of Veterans Affairs. 

Responsibilities

  • Provide oversight and management of budget and acquisition team
  • Plan, facilitate, and support IAM budget and acquisition work groups and meetings
  • Respond to budgetary and expenditure data calls 
  • Draft and coordinate review of IAM PWS
  • Draft and maintain Acquisition and Finance Management Plan
  • Manage and report on status of FY funding
  • Manage the creation and updates to the BOP and other budget execution artifacts
  • Identify the need for CRs and assist in development of CRs
  • Draft budget and acquisition presentations
  • BOP input/updates, Change Requests, Acquisition and Finance Management Plan, Performance Work Statements (PWS), Product Descriptions (PDs), GFE memo, IGCE, QASP, Schedule B, Security Checklist and Task Order Evaluation Plan, Justifications to Exception to Fair Opportunity, Responses to budgetary data calls, Budget and Acquisition reports and presentations, meeting minutes
  • Must have experience with diverse IT projects both large and small.  
  • Must be well versed in full systems development life cycle, enterprise wide network engineering, strategic information planning, business process reengineering, structure and management practices. 
  • Must be able to identify and mitigate risks to the program. 
  • Must be able to manage to cost, schedule and performance.
  • Demonstrated experience successfully managing disparately located personnel.
  • Demonstrated and current experience managing programs with complex data processing requirements.
  • Demonstrated and current experience managing program delivering systems/tools/solutions in production, while transitioning to better technology solutions.
  • Must be able to provide oral and written discussion of analytical findings using narrative and graphic forms.
  • Must be able to use qualitative and quantitative analytical skills to assess the effectiveness of the operations. 
  • Identifying symptoms for process improvement.

  • Ability to work independently with minimal guidance and supervision

 

Qualifications

Bachelors Degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline,

10+ years of experience, 8 years of additional relevant experience may be substituted for education
