The Project Manager Cloud, with minimal direction, will lead project planning, scheduling, stand up and migration of Identity and Access Services from existing data cents to designated cloud based data center. Facilitate migration assessment and the development of an approach to be used for planning, scheduling, and tracking transition. Establish appropriate metrics for measuring critical transition activities. Develop transition control and reporting procedures. Track and report transition issues. Monitor progress and key milestones. Manage transition requirements, scope, and change management issues. Undertake status review meetings among transition team members and stakeholders. Ensure adherence to quality management standards and procedures. Manage changes in operational plan. Analyze, track, and report transition metrics. Identify and mitigate risks and advise senior management about transition issues and risks. Create communication plans, ensuring that appropriate information is exchanged among key stakeholders. Adhere to VIP processes and procedures. Possess good oral and written communication skills.


  • Develops, reviews or analyzes transition documents to include but not limited to Organizational Breakdown Structure (OBS), Program/Project Management Plans and supporting Plans, Risk Management Plans and responsibilities matrix, etc.
  • Coordinates transition requirements through analysis of data center documents such as (but not limited to) service description document, performance work statements, capabilities documentation, and business requirements documentation.
  • Coordinates methodology, processes and standards to be applied by the entire transition team and VA enterprise support teams.
  • Applies the applicable standards (statutory codes and industry standards) as needed. 
  • Plans schedules, monitor, and report on activities and dependencies related to the transition, including transition vendor monitoring
  • Conducts reviews of transition documentation
  • Develops presentations, diagrams, and documents to communicate transition information
  • Ensures adherence to legally binding requirements
  • Integrates and uses project management methodologies
  • Coaches and advises team members to accomplish project goals, to meet established schedules, and to resolve technical/operational issues
  • Implements continuous process improvement
  • Use Rational tools for Change, Configuration, Requirements and Test Case management



Ten (10) years of information technology project management experience. 

Five (5) years of Cloud Based architecture, Cloud based solutions, and Platform as a Service (PAAS) experience

Three (3) years experience with IBM Rational Team Concert, Requirements Doors, and Software Architect.


Desired Skills:

Competent in MS Word, MS Visio, MS Excel, MS Sharepoint, and MS project. Good communications, analytical, and writing skills. Ability to work independently within a team-oriented environment



Bachelors Degree (BS/BA) – IT related preferred
